环境规制、节能减排、固碳增汇对黄河流域碳排放的影响研究

摘  要:碳排放增多引发的全球气候变化已成为各界关注的焦点,推动碳减排政策落实到各大战略区域是中国推进绿色低碳循环发展和实现可持续城镇化的重要举措。本文以黄河流域58个城市为研究单元,利用2010—2017年碳排放和社会经济面板数据,结合探索性空间分析以及空间滞后模型等方法探究环境规制、节能减排、固碳增汇对碳排放的影响。结果表明:①黄河流域二氧化碳排放具有明显的空间分布不均衡、空间依赖性以及空间溢出性特征;②环境规制对二氧化碳排放存在“绿色悖论”以及“倒逼减排”效应;③节能减排对二氧化碳排放的抑制作用主要是通过能源替代以及居民消费水平和模式的改变;④固碳增汇起到的减排效果微弱,表明城市扩张中植被面积的增长少于建筑用地面积的增长,植被不能中和因建设所造成的碳排放。Global climate change caused by increased carbon emissions has become the focus on attention of all sectors.Promoting the implementation of carbon emission reduction policies in all major strategic regions is an important measure by which for China to promote green and low-carbon development and achieve sustainable urbanization.In this paper,58 cities in the Yellow River Basin are used to study the impacts of environmental regulation,using panel data on carbon emissions and socio-economic factors from 2010 to 2017,combined with exploratory spatial analysis and spatial lag models,this study explores the impacts of environmental regulations,energy conservation and emission reduction,and carbon sequestration and enhancement on carbon emissions.The results show that:①the carbon dioxide emissions of the Yellow River Basin have obvious characteristics of unbalanced spatial distribution,spatial dependence and spatial spillover;②the environmental regulation has“green paradox”and“forced emission reduction”effects on carbon dioxide emissions;③the energy saving and emission reduction inhibits carbon dioxide emissions mainly through energy substitution and changes in residents’consumption level and mode;④the emission reduction effect of carbon sequestration and enhancement is weak,which indicates that the growth of vegetation is less than that of building land,and that the vegetation can not neutralize the carbon emission.
