新时代湖北建设中部地区重要战略支点的内涵、使命和任务

摘　　要：人类社会经济体系枢纽支点的主体功能、空间定位、模式形态等属性特质都是随着产业文明范式的变革,呈现出整体性、系统化、颠覆式的变革。湖北及武汉地区在区域乃至全国的枢纽支点地位和作用,发生了从农业文明范式下的土地控制枢纽支点、到工业文明范式下的资本枢纽支点、再到信息文明范式下的信息枢纽支点三次根本性变迁。新时代,湖北要发挥好“重要战略支点”作用,必须居于产业变革前沿前列,居于人类知识技术创新、产业创新前沿,居于人类社会新空间枢纽位置,培育信息文明范式体系下新的过硬实力。由于湖北在全国处于居中的区位,所以必须聚焦区域协调发展,服务好南北协调和东中西协调发展;聚焦创新驱动发展,服务好未来产业、战略性产业引领传统产业升级发展;聚焦绿色发展,服务好人与自然和谐共生发展;聚焦和谐与和平发展,服务好物质文明和精神文明相协调,服务好和平发展道路,为全国实现共同富裕、全域打造现代化产业体系、探索新的生态文明发展体系、探索中华民族现代文明和人类文明新形态作出支点贡献。The main functions,spatial positioning,and mode forms of the hub and pivot of the human socioeconomic system have all undergone holistic,systematic,and disruptive changes with the transformation of industrial civilization paradigms.The position and role of Hubei and Wuhan as regional and even national hubs have undergone three fundamental changes,from land control hubs under the agricultural civilization paradigm,to capital hubs under the industrial civilization paradigm,and then to information hubs under the information civilization paradigm.In the new era,Hubei must play a good role as an"important strategic pivot"and be at the forefront of industrial transformation,at the forefront of human knowledge and technology innovation and industrial innovation,and at the hub of the new space of human society,cultivating new solid strength under the paradigm system of information civilization.Due to Hubei's central location in the country,it is necessary to focus on regional coordinated development and serve the coordinated development of the North South and the East,Central,and Western regions well;Focusing on innovation driven development,serving future industries well,and leading the upgrading and development of traditional industries through strategic industries;Focusing on green development,serving the harmonious coexistence of humans and nature;Focusing on harmony and peaceful development,serving the coordination between material civilization and spiritual civilization,serving the path of peaceful development,and making a pivotal contribution to achieving common prosperity,building a modern industrial system across the country,exploring new ecological civilization development systems,and exploring new forms of modern civilization and human civilization of the Chinese nation.
