新时代中国对非发展合作观与中非命运共同体的构建

摘　　要：面向命运共同体的对非国际发展合作观是新时代中国与非洲等发展中国家开展国际合作实践的理念指导和交往准则。这一新时代国际发展合作理念以“真实亲诚”“义利并举”“责任共担”“平台共建”等价值理念为规范指引,以“幸福共享、文化共兴、安全共筑、生态共护、共生共赢”为目标指向,以发展合作主体之间的平等性与互惠性、发展合作领域之间的开放性与包容性、发展合作理念之间的继承性与超越性、发展合作进程之中的责任性与扶助性以及发展合作结果当中的实践可行性为理论特征。在百年变局的世界历史进程中,构建中非发展合作命运共同体以及人类命运共同体,需要坚持以新时代对非发展合作观为价值导引和行动指南,不断推动中国同包括非洲国际关系行为体在内的广大发展中国际关系行为体开展国际发展合作实践。即以“真实亲诚”和“正确义利观”为指引,不断探索中非发展合作新模式;以责任共担和成效共享为原则,构筑中非发展合作新平台;以合作共赢和和谐共生为目标,打造中非发展合作新高地,从而为中非命运共同体和人类命运共同体的构建奠定共同的价值观基础,最终推动国际发展援助体系与国际发展合作体系朝着更加公平公正的方向转型。The community-oriented concept of international development cooperation with Africa is the guiding principle and the communication criterion for the diplomacy of developing countries with Chinese characteristics in the new era.This new concept of international development cooperation is guided by the values of China's engagement and cooperation with Africa in the new era,such as"truth and sincerity","both justice and benefit","shared responsibility"and"joint platform construction".It aims at"happiness sharing,cultural co-development,safety co-construction,ecological protection,symbiosis and win-win".It is characterized by the equality and reciprocity among the subjects of development cooperation,the openness and inclusiveness between the fields of development cooperation,the inheritance and transcendence between the concepts of development cooperation,the responsibility and support in the process of development cooperation,and the practical feasibility in the outcome of development cooperation.In the course of the century-changing world history,it is necessary to adhere to the concept of development cooperation between China and Africa in the new era as a guide to value and action to build a community of development cooperation and a community of human destiny.We will continue to promote the practice of international development cooperation between China in the new era and the vast number of international development actors in the world,including those in Africa.That is,under the guidance of truthfulness and sincerity and correct concept of justice and benefit,the new mode of China-Africa development cooperation is constantly explored.Build a new platform for China-Africa development cooperation based on the principle of shared responsibilities and shared results.With the goal of win-win cooperation and harmonious coexistence,create a new highland for China-Africa development cooperation,so as to lay a common value foundation for the construction of China-Africa community of destiny and human community of destiny
