科技赋能能源化工产业发展思考——基于甘肃省庆阳市的调查研究

摘　　要：庆阳能源资源富集,境内油煤气风光资源共生,是鄂尔多斯盆地的重要组成部分和陕甘宁能源“金三角”规划的重点区域。当前,“南水北调”“西电东送”“西气东输”“东数西算”四大国家战略集聚,庆阳正处在高质量发展的关键时期,传统产业改造升级发展新质生产力,亟须以科技创新支撑引领。文章基于对庆阳市能源化工产业调查研究,从创新政策、项目布局、载体建设、人才引育等视角深入分析能源化工产业创新现状,剖析庆阳市能源化工产业面临的问题挑战,同时围绕优化产业布局方向、探索体制机制创新、强化创新政策保障等方面,提出促进能源化工产业高质量发展的对策建议,以期形成有地方特色的新质生产力,助力庆阳能源化工产业高质量发展。Qingyang is abundant in energy resources,featuring the coexistence of oil,gas,wind,and solar resources within its territory.It constitutes a significant part of the Ordos Basin and is a focal point of the Shanxi-Gansu-Ningxia Energy"Golden Triangle"initiative.Currently,Qingyang stands at a pivotal moment of high-quality development,positioned at the intersection of four major national strategies:“South-to-North Water Diversion”“West-to-East Electricity Transmission”“West-to-East Gas Transmission”and“East-to-West Data Transmission.”The upgrading and transformation of traditional industries to foster new productive forces are in dire need of technological innovation as a driving force.This article,grounded in a comprehensive survey and research of Qingyang’s energy and chemical industry,delves into the current state of innovation within the sector from various angles.It sheds light on the challenges faced by Qingyang’s energy and chemical industry,including constrained industrial development space,outdated technological capabilities,and escalating pressures on ecological conservation.Furthermore,it presents targeted strategies to facilitate the sector’s high-quality development,emphasizing the optimization of industrial layout,the exploration of innovative institutional mechanisms,and the enhancement of policy support for innovation.The ultimate goal is to cultivate new productive forces with distinct local characteristics,thereby supporting the advanced growth of Qingyang's energy and chemical industry.
