摘　　要：随着中国公路养护工程的不断发展,传统公路养护管理模式已难以有效应对养护工程中存在的模糊性及不确定性问题。研究针对甘肃省12个公路养护工程进行实地调查和分析,提取影响养护工程管理的主要指标,建立一套包含合同管理、成本控制、财务效率和资源利用4个一级指标的多层次评价体系,基于模糊层次分析法(An⁃alytic Hierarchy Process,FAHP),建立适用于公路养护工程管理的一种多层次综合评价模型,并对各项指标进行隶属度计算和综合评判。结果表明,成本控制对管理水平的影响最大,占总权重的55.8%;同时,合同管理和财务效率在提升管理水平方面也起到重要作用。With the continuous development of highway maintenance engineering in China,traditional highway maintenance management models are increasingly inadequate in addressing the fuzziness and uncertainty inherent in maintenance projects.This study conducted field investigations and analyses on 12 highway maintenance projects in Gansu Province,identifying key factors influencing maintenance engineering management.A multi-level evaluation system was established,incorporating four primary criteria:Contract management,cost control,financial efficiency,and resource utilization.Based on the Fuzzy Analytic Hierarchy Process(Fuzzy AHP),a comprehensive multi-level evaluation model was developed to assess highway maintenance management,with membership degree calculations and overall evaluations performed for each criterion.The results indicate that cost control has the greatest impact on management performance,accounting for 55.8%of the total weight.Additionally,contract management and financial efficiency also play significant roles in improving management effectiveness.The proposed evaluation model not only demonstrates theoretical rigor but also provides practical insights for highway maintenance managers,offering a novel approach to enhancing maintenance management practices.
