摘 要:本文通过构建计量模型并以我国31个省(自治区、直辖市),研究城镇化进程中土地财政依赖对城市建成区扩张的影响。研究发现:地方政府土地财政依赖增加,会促进城市建成区向外扩张,扩张效应在东中西部之间逐渐增强。城镇化会强化土地财政依赖促进城市建成区向外扩张的效应,强化效应在东中西部之间逐渐增强。存在城镇化率的门槛特征,在城镇化率较高阶段,土地财政依赖对城市建成区的扩张效应小于城镇化率较低阶段。门槛值在东中西部之间逐渐增加,表明东部地区在更早阶段就关注城市存量建设用地配置效率的挖掘。因此要降低地方政府对土地财政的依赖,加强城镇化与城市建成区扩张的协调发展,加快盘活存量建设用地,从而提高土地资源配置效率。This study investigates theimpact of land finance dependency on the expansion of urban built-up areas during urbanization by constructing an econometric model and analyzing data from 31 Chinese provinces(autonomous regions and municipalities).The findings reveal that increased local government reliance on land finance significantly promotes the outward spatial expansion of urban built-up areas,with the expansion effect intensifying progressively across eastern,central,and western regions.Urbanization further amplifies this land finance-driven expansion,demonstrating a similarly increasing regional gradient.A threshold effect of urbanization rate is identified:at higher urbanization levels,the expansion effect of land finance dependency diminishes compared to lower urbanization stages.Regional threshold values increase sequentially from eastern to western China,indicating that eastern regions prioritized optimizing the allocation efficiency of existing urban construction land at earlier developmental phases.Policy recommendations include reducing local governments'dependence on land finance.
