摘　　要：“总体国家安全观”视域下,新时代高校安全治理现代化实现了安全理念、安全内容、教育路径、表现形态、反应机制与评价体系等全要素革新。推进高校安全治理现代化,必须重新把握安全治理的理念、目标、内容、结构、路径及其效能,重构高校安全治理制度规范体系、预警动员体系、快速反应体系和保障反馈体系等治理结构。实践来看,要实现高校安全治理现代化目标,就必须完成“四个转换”:一是安全理论视角转换,从传统安全管理的“三防”安全观到总体国家安全观的转换;二是安全场域的转换,从物理空间到数字空间、社会空间的转换;三是安全形态的转换,把握传统的物理、显性、瞬时的安全时态与意识、隐性、长期的安全风险共存形态;四是安全效能转换,从注重现实短暂的稳定状态上升为未来可靠的价值形态。Under the framework of the Holistic National Security Perspective,the modernization of university security governance in the new era has achieved comprehensive innovation across all essential elements—including security paradigms,content domains,educational pathways,manifestation forms,response mechanisms,and evaluation systems.Advancing this modernization necessitates redefining the conceptual foundations,objectives,content structures,operational architectures,and efficacy metrics of security governance.This involves reconstructing four core governance architectures:institutional normative frameworks,early-warning mobilization mechanisms,rapid-response systems,and guarantee-feedback loops.Empirically,achieving modernized university security governance requires four paradigm shifts:(1)Transitioning from traditional"three-prevention"(physical/technical/personnel)security management to holistic national security-oriented governance;(2)Expanding security domains from physical spaces to digital-social spaces;(3)Reconciling traditional physical/explicit/immediate security states with emergent cognitive/latent/chronic risk cohabitation;(4)Elevating security efficacy from transient stability maintenance to sustainable value creation.These transformations establish a prototypical model for next-generation academic security ecosystems.
