数字技术赋能城市社区应急响应的内在逻辑、行动困境与提升路径

摘　　要：社区治理是国家治理的末梢,是国家政权能够触及和抵达基层行政系统的微观治理。社区应急响应是社区遭受危机事件需采取的非常态、非程序化治理,响应能力的高低是治理能力现代化的一个重要表征,也是韧性社区建设的关键。结合数字治理与协同治理理论,文章构建了“技术-组织-环境-身份认同”(TOEI)研究框架,通过谭家街道案例阐释了城市社区应急响应的内在逻辑及其行动困境与提升路径。研究发现,城市社区应急响应高效、精准以及协同的实现,依赖于数字赋能、响应前置与网络互动三者之间的综合作用,应通过优化组织架构、完善基建精准预警、创新技术赋能全程以及强化居民参与实现组织适应性、响应效能以及居民协同性的提升。Community governance serves as the terminal link of state governance,functioning as the micro-level administrative system through which state authority extends to the grassroots.Community emergency response,characterized as a non-routine and non-procedural form of governance triggered by crisis events,reflects the level of modernization in governance capacities and plays a pivotal role in constructing resilient communities.Based on digital governance and collaborative governance theories,this study develops a “Technology-Organization-Environment-Identity”(TOEI) analytical framework.By integrating a case study of Tanjia Subdistrict,it examines the inherent logic,operational dilemmas,and enhancement pathways of emergency response mechanisms in urban communities.The findings indicate that the efficient,precise,and collaborative implementation of emergency responses in urban communities relies on the comprehensive interplay of digital empowerment,proactive preparedness,and networked interaction.To improve organizational adaptability,response effectiveness,and resident collaboration,this study recommends the following strategies:optimizing organizational structures,advancing infrastructure and precision-based early warning systems,innovating technology-enabled end-to-end processes,and enhancing resident participation.These measures collectively contribute to the modernization and resilience of community governance,enabling more robust emergency response systems.
