马克思主义理论视阈下“健康优先”的理论根基、历史渊源与现实依据

摘　　要：“健康优先”是新时代中国共产党引领卫生健康事业高质量发展的指导理念,强调保障人民健康要在经济社会全面发展过程中处于相对优先的地位和位置。在马克思主义理论视阈下,新时代中国共产党“健康优先”发展理念植根于马克思等经典作家关于工人阶级健康问题的科学论述,承袭自中国共产党领导卫生健康事业发展的历史经验,来源于新时代我国经济社会全面发展的现实需求。马克思等经典作家指出,把人的健康置于优先发展的战略位置,是实现人的自由和全面发展、社会文明进步和全面发展的一项基本条件,具有社会主义现代化的一般性意义。中国共产党人高度重视保障人民健康,进入新发展阶段,“健康优先”是经济发展造福于民的内在要求,是经济发展行稳致远的基础条件,是经济发展提质增效的重要动力。统筹经济建设与卫生健康事业协调发展,对于推动我国经济社会全面发展具有重要意义。“Health Priority”is the guiding concept of the Communist Party of China(CPC)in leading the high-quality development of health in the new era,emphasising that the protection of people’s health should be given relative priority in comprehensive economic and social development.In the context of Marxist theory,the CPC’s development concept of“Health Priority”in the new era is rooted in the discussions of Marx and other classical writers on the health of the working class,inherited from the historical experience of the CPC in leading the development of health care,and originated from the actual needs of China’s comprehensive economic and social development in the new era.Marx and other classical writers pointed out that placing health in a prior position in the development process is a basic condition for realizing the free and comprehensive development of people,the advancement of civilization and the comprehensive development of society,and that it has the general significance of socialist modernization.In the historical process of the Sinicization and modernization of Marxism,the significance of protecting people’s health in revolution,construction,governance and overall economic and social development has been highlighted.Since the 18th National Congress of the Communist Party of China(CPC),the CPC,with Xi Jinping’s leadership,has attached great importance to the fundamental role of protecting people’s health in the process of comprehensive economic and social development,the supportive role in the overall work of state governance,and the strategic role in the historical process of realizing the“Two Hundred-Year Struggle”goal.Entering the new stage of development,“Health Priority”is the inherent requirement of economic development for the benefit of the people,the basic condition for economic development to be stable and far-reaching,and an important driving force for economic development to improve quality and increase efficiency.The coordinated development of economic construction and
