摘　　要：研究流动老年人口基本公共服务资源配置公平性对均等化建设有着重要意义.采用问卷调查,获得南京市流动老年人口基本公共服务资源配置情况,并基于2020—2023年流动人口规模和财政资源配置度面板数据,构建回归模型进行公平度测量.结果显示,流动老年人口在流入地的基本公共服务配置水平偏低;总体财政资源配置公平度仅为0.449,流动老年人口一定程度上被排除在基本公共服务财政保障之外,其中基本养老服务在财政支出上以户籍为区分,基本医疗和文化体育服务不以户籍为区分.应从推动户籍制度改革、增强财政资源投入力度、加强流动老年人口自身适应性程度等方式,提高流动老年人口基本公共服务资源配置公平性.Studying the fairness of basic public service resource allocation for the mobile elderly population is of great significance to the construction of equalisation.A questionnaire survey is used to obtain the basic public service resource allocation of the mobile elderly population in Nanjing,and a regression model is constructed to measure the fairness based on the panel data of the size of the mobile population and the degree of financial resource allocation in 2020—2023.The results show that the basic public service allocation level of the mobile elderly population in the inflow area is low;the overall financial resource allocation fairness is only 0.449,and the mobile elderly population is excluded from the financial protection of the basic public services to a certain extent,of which the basic elderly services are differentiated by the household registration in terms of the financial expenditures,and the basic medical care and cultural and sports services are not differentiated by the household registration.The fairness of the allocation of resources for basic public services for the mobile elderly population should be improved by promoting reform of the household registration system,increasing the input of financial resources,and strengthening the degree of adaptability of the mobile elderly population itself.
