大健康产业背景下咸宁市养老护理人才培养、就业现状及对策分析

摘　　要：通过对咸宁市养老护理人才培养现状进行全面调研和梳理,发现我市养老服务业发展不平衡不充分的问题还十分突出,主要体现在咸宁养老“家景”虽好但“家境”艰难,招收“人员”虽多但养老“人才”缺少,养老“主力”明确但“助力”不足及养老政策措施较多但缺乏具体明确性四个方面,根据“十四五”时期的政策机遇和发展方向,针对养老护理人才的培养分别从立足学校培养“一个根本”,着力社会培训“六项工程”,打造健康产业“咸宁品牌”,改变当前对于养老护理员的普遍印象、营造良好的舆论氛围,吸引社会对于养老行业的兴趣、倡导志愿服务,短期规划,中长期规划七个方面提出了具体的对策建议。Through a comprehensive survey and analysis of the current situation of elderly care talent cultivation in Xianning City,it is found that the imbalanced and inadequate development of the elderly care service industry in the city remains a prominent issue.This is mainly manifested in four aspects:despite the favorable"family background"of elderly care in Xianning,the"family circumstances"are challenging;although many"personnel"are recruited,there is a shortage of"talents"in elderly care;the"main force"in elderly care is clear,but the"support"is insufficient;and there are many policies and measures related to elderly care,but they lack specificity and clarity.Based on the policy opportunities and development directions during the 14th Five-Year Plan period,specific countermeasures and suggestions are proposed for the cultivation of elderly care professionals from seven aspects:focusing on school-based cultivation as the"fundamental approach",emphasizing six social training"projects",building the"Xianning brand"in the health industry,changing the general perception of elderly care workers,creating a favorable public opinion atmosphere,attracting societal interest in the elderly care industry,promoting volunteer services,and formulating short-term and medium-to-long-term plans.
