数字化转型背景下政务信息化建设模式研究

摘　　要：基于对政务信息化建设发展历程、国内相关城市政务信息化建设情况的分析,针对当前信息化建设以单个项目建设为中心、建设主体多头化、共性功能模块利用率低、难以发挥一体化政务信息化整体集约效益等问题,文章提出了需求、设计、评审、建设和运营一体化管理的“五位一体”政务信息化共建共用模式,推动全过程统筹建设公共基础设施和共性支撑平台,加强系统集成,集约化、一体化、高质量推进数字政府改革和建设。该模式对于解决当前政务信息化建设成本高、业务协同能力不足等问题,实现跨系统、跨部门、跨业务的数据共享和业务协同,形成统中有分、统分结合的发展格局具有较好的借鉴意义。Based on the analysis of the development process of government informationization construction and the situation of government informationization construction in relevant cities in China,this paper proposes the"Five in One"government informationization co construction and sharing mode of integrated management of requirements,design,review,evaluation,construction and operation,to address the problems of current informationization construction centered on a single project,multi headed construction entities,low utilization of common functional modules,and difficulty in realizing the overall intensive benefits of integrated government informationization,promotes the overall planning and construction of public infrastructure and common support platforms throughout the process,strengthens system integration,and promotes digital government reform and construction in an intensive,integrated,and high-quality manner.This mode has good reference significance for solving the problems of high construction costs and insufficient business collaboration capabilities in current government informationization,achieving cross system,cross department,and cross business data sharing and business collaboration,and forming a development pattern of unified and decentralized integration.
