普遍中的特殊:我国房地产政策中的央地关系及其变迁

摘　　要：以往对央地关系的研究通常集中在央地关系在我国的普遍范式及其变迁,较少注意央地关系在不同领域所体现出的复杂性和特殊性。房地产行业就是央地关系普遍中的特殊存在之一,它事关全国统一市场和地方财政经济,既牵动中央也关涉地方,长期以来是央地权力共同作用的对象。我国房地产行业四十年的改革发展路径复杂多变,在此之上的房地产政策所投射出的央地关系也显现出与央地关系普遍范式不同的样态。通过政策实证分析的方法系统梳理我国房地产政策并总结潜聚其下的央地关系微观形态,不仅可以丰富对我国改革开放以来央地关系的认识,也使我国房地产政策变迁的深层机理得以呈现。当前和今后的稳定房市工作,首要的任务是重构房地产政策背后既定的央地关系。Previous studies on the central-local relations have generally focused on the universal para-digm and its evolution in China,paying less attention to the complexity and specificity manifested in dif-ferent fields.The real estate industry is one of the"special"cases within this"universal"central-local re-lation framework.It concerns the unified national market and local economy,involving both the central and local governments.For a long time,it has been the object of the joint action of central and local au-thorities.The forty-year reform and development path of China′s real estate industry has been complex and volatile.Consequently,the central-local relation reflected in the real estate policy exhibits a differ-ent state from the universal paradigm of central-local relations.Systematically reviewing China′s real es-tate policies through empirical policy analysis and summarizing the underlying micro-forms of the cen-tral-local relation can not only enhance the understanding of the central-local relation since China′s re-form and opening up,but also reveal the deep-seated mechanisms behind the evolution of China′s real estate policy.The current and future work of stabilizing the real estate market also means that the prima-ry task is to reconstruct the established central-local relation behind the real estate policy.
