摘　　要：粮食安全是全球共同面临的严峻挑战,直接关系到国家政治安全、经济发展和环境可持续性。本研究从政治、经济和环境三个维度综合分析粮食安全在国家安全战略中的重要作用,并重点强调了政治稳定性对于确保粮食安全的核心和决定性作用。进一步通过印度的“绿色革命”、巴西的“零饥饿”计划和中国的“扶贫工程”三个具体案例,揭示了多维实践在确保国家粮食安全中的重要意义,尤其是精细化政策、经济增长策略、环境可持续性措施及农业科技创新。最后,提出了确保国家粮食安全的四条对策:提升粮食生产系统的可持续性发展、强化供应链管理、增加政策支持与投资、提升公众粮食安全教育与节约意识。本文为粮食安全政策的制定提供了新视角,既具有重要的理论和实践意义,又为制定粮食系统风险的有效应对措施提供了重要依据。This study analyzes the important roles of food security on national strategies from three dimensions:policy,economy and environment.We explored the interactions between the multifactors and food security,and emphasized the kernel and decisive effect from policy.By taking India’s Green Revolution,Brazil’s Zero Hunger program and China’s Poverty Alleviation Project as examples,it further revealed the critical roles of multi-dimensional practices in enhancing national food security.These examples further substantiated that the huge contributions of political stability,economic development,environmental sustainability,and agricultural science and technology innovations for ensuring national food security.Finally,four major strategies to ensure national food security are proposed as follows:enhancing the sustainability of food systems,strengthening supply chain management,increasing policy support and investment,and raising public education and their awareness on food security,which provide new perspectives and practical guidance for making scientific food security policy.This study not only benefits the theoretical and practical significance for ensuring national food security,but also provides a scientific basis for formulating effective measures.
