摘　　要：抗战时期对敌货的缉私和查禁是中国对日经济战的重要组成部分。长沙荣记案作为湖南省查禁敌货的案件之一,在案件处理过程中暴露出众多问题。由于敌货查禁过程中权责划分不清,政出多方,导致查禁各方权责纠纷不断,敌货鉴定标准、结果一再修改,案件涉及的货物及人事发还问题也迟迟不能解决,所涉各方因立场、所定规章、利益不同,各执己见,引发各方争讼不断。这些问题反映了抗战时期湖南省敌货查禁面临的众多困境,暴露了对日经济战中存在的问题,这也是抗战时期国民政府部门组织运行的一个面相。The anti-smuggling and suppression of enemy goods during the War of Resistance Against Japanese Aggression was an important part of China’s economic warfare against Japan.The Rongji case in Changsha,as one of the cases in Hunan Province involving the suppression of enemy goods,revealed many problems in the course of handling the case.Due to the unclear division of powers and responsibilities in the process of enemy goods suppression,there were many parties involved,leading to continuous disputes over the powers and responsibilities of the parties involved in the suppression,the criteria and results of the identification of the enemy goods were repeatedly modified,and the issue of the release of the goods and personnel involved in the case could not be resolved,the parties involved disagreed with each other due to the different stances,rules and regulations,and interests of the parties involved,which triggered continuous lawsuits among the parties involved.These problems reflected the many dilemmas faced by Hunan Province during the War of Resistance Against Japanese Aggression in the suppression of enemy goods,exposed the problems existing in the economic warfare against Japan,and were also a facet of the operation of the Nationalist government departments during the War of Resistance Against Japanese Aggression.
