新常态下构建西藏和谐社会机制研究

摘　　要：新常态是中国特色社会主义进入新时代后,中国经济社会发展从高速增长阶段向高质量发展阶段全面转型的关键历史阶段。在此新阶段,西藏按照国家治理体系“五位一体”建设进行区域性政治、经济等领域的全面深化改革,2021年西藏与全国一道全面建成小康社会,为实现“两个一百年”的中国梦奠定基础。然而不确定性与复杂性交织的发展环境,既充满机遇又充满风险。“治国必治边,治边先稳藏”重要战略思想和国家“一带一路”倡议的实施,把西藏从祖国边疆推向全面深化改革的前沿,故此西藏的和谐稳定影响着建设中国式现代化的节奏,构建社会和谐机制是完善国家治理体系和治理能力现代化建设的重大举措,也是推进西藏科学规范治理的现实需要,其总体目标及其架构在理论基础上既要借鉴国内成功经验,也要结合西藏的客观实际。文章依据和谐管理理论和治理理论,初步探讨建立西藏和谐社会机制的必要性,从四个维度论述西藏社会和谐机制的架构。The new normal is a crucial historical phase in which China's economic and social development undergoes a comprehensive transition from rapid growth to high-quality development,following socialism with Chinese characteristics entering a new era.In this new stage,Xizang has implemented comprehensive reforms in political,economic,and other regional domains in alignment with the"Five-Sphere Integrated Plan"of the national governance system.By 2021,Xizang achieved complete poverty alleviation alongside the nation,laying a foundation for realizing the Chinese Dream of the"Two Centenary Goals."However,the current development environment,characterized by intertwined uncertainties and complexities,presents both opportunities and risks.The implementation of the crucial strategic principle"Governing the country requires governing the borders,and governing the borders begins with stabilizing Xizang,"along with the national"Belt and Road"Initiative,has propelled Xizang from a frontier region to the forefront of comprehensive reform.Consequently,Xizang's harmony and stability significantly influence the pace of constructing Chinese modernization.Establishing a social harmony mechanism is not only a vital measure for perfecting the modernization of the national governance system and capabilities but also a practical necessity for advancing scientific and standardized governance in Xizang.The overall objectives and framework of this mechanism must draw upon successful domestic experiences while adapting to Xizang's specific conditions.Based on harmony management theory and governance theory,this paper preliminarily explores the necessity of establishing a harmonious society mechanism in Xizang and discusses its framework from four dimensions.
