西藏藏药资源禀赋与资源保障策略探讨

摘　　要：藏药资源保障是藏医药产业发展的物质基础,西藏独特的气候类型与复杂多样的地理环境孕育了丰富的药用野生动植物资源,但因西藏生态环境保护与生态安全屏障建设,特别是《中华人民共和国青藏高原生态环境保护法》的颁布实施,依赖采挖野生资源的传统藏成药生产受到了资源的制约,产业规模难以扩大。如何利用西藏藏药资源禀赋开展藏药资源保障的科学研究与示范,是藏医药产业发展中长期规划中的一项重要任务,也是实现藏医药事业高质量发展的根本保障。The security of Tibetan medicinal resources serves as the material foundation for the development of the Tibetan medicine industry.Xizang's unique climate types and complex geographical environment have nurtured abundant wild medicinal plant and animal resources.However,with the implementation of ecological protection policies and the construction of ecological security barriers,particularly after the enactment of the"Ecological Conservation Law of the Qinghai-Tibet Plateau of the People's Republic of China",traditional Tibetan medicine production relying on wild resource collection faces increasing constraints,making industrial scale expansion challenging.Conducting scientific research and demonstration projects to ensure sustainable utilization of Xizang's Tibetan medicinal resources endowment has become a crucial task in the medium-to-long term development planning of the Tibetan medicine industry.This represents a fundamental guarantee for achieving high-quality development in Tibetan medicine.
