摘　　要：北极经济治理国际机制作为国家间权力博弈与利益妥协的实践产物,其建章立制过程蕴藏着现实主义色彩。随着北极经济治理成为北极治理的重要议题,北极地缘经济格局中内嵌的封闭性机制安排已经引起国际社会的广泛关注。当前北极经济治理国际机制的核心焦点是北极国家的绝对主导地位与非北极国家的边缘化地位之间的矛盾,这种不同北极经济治理主体之间的权责鸿沟,塑造了北极地缘政治经济格局的基本构架。北极经济理事会作为北极经济治理新兴平台,同样受到封闭式管理逻辑的影响。北极经济理事会对非北极国家的排他性开放趋势,是北极国家集体垄断北极经济治理事务的新方式。北极经济治理是宏观协调的过程,北极国家的封闭诉求与非北极国家的开放诉求将长期共存,两者之间的博弈态势影响着北极经济治理国际机制的演化路径。The international regime for Arctic economic governance,as a practical product of power games and interest compromises among countries,contains a realistic color in its establishment process.With Arctic economic governance becoming an important issue in Arctic governance,the enclosed regime arrangement embedded in the Arctic geopolitical pattern has attracted widespread attention from the international community.The core focus of the current international regime for Arctic economic governance is the contradiction between the absolute dominant position of Arctic countries and the marginalization status of non-Arctic countries.This power and responsibility gap between different Arctic stakeholders has shaped the basic framework of the Arctic geopolitical and economic landscape.The Arctic Economic Council,as an emerging platform for Arctic economic governance,is also influenced by the logic of closed management.The exclusive opening trend of the Arctic Economic Council towards non-Arctic countries is a new way for Arctic countries to collectively monopolize Arctic economic governance affairs.Arctic economic governance is a macro-coordinated process,where the closed demands of Arctic countries and the open demands of non-Arctic countries will coexist for a long time.The game situation between the two affects the evolution path of the international regime of Arctic economic governance.
