摘　　要：随着全球化进程的深入发展,北极地区在地缘政治、经济发展、环境保护、文化交流等方面的治理问题早已超越狭隘的地理界限,成为一个牵动全球多个国家利益与责任的综合性议题。然而,目前尚缺乏一个全面、系统且具备全球视野的框架,以有效整合各方资源,从整体性、系统性的视角审视北极与全球其他国家和地区的相互关系。鉴于此,引入并深入剖析“全球北极”这一概念,从“全球北极”的理论与现实两大基础出发,为北极治理提供新的思路。通过界定“全球北极”的内涵特征及范围,将更多参与北极事务的主体联系起来,从而促进国际社会在北极事务上的合作与共赢。As the process of globalization deepens,the governance issues in the Arctic region,encompassing geopolitics,economic development,environmental protection,and cultural exchange,have transcended narrow geographical boundaries and become a complex issue that affects the interests and responsibilities of multiple countries worldwide.However,there is currently a lack of a comprehensive,systematic framework with a global perspective to effectively integrate resources and examine the interrelationships between the Arctic and other countries and regions from a holistic and systemic viewpoint.In light of this,this paper introduces and thoroughly analyzes the concept of the“Global Arctic,”providing new insights for Arctic governance by drawing on both theoretical and practical foundations of the“Global Arctic.”By defining the connotation,characteristics,and scope of the“Global Arctic,”more entities involved in Arctic affairs can be connected,thereby promoting international cooperation and mutual benefits in Arctic governance.
