摘　　要：分析了社交媒体独特的信息生态特征,指出其为网络信息安全治理带来诸多新问题,包括不良信息泛滥和传播、社交关系网络复杂化以及“信息茧房”效应加剧等。梳理了社交媒体环境下网络信息安全面临的新挑战,如虚假信息与谣言传播、个人隐私数据滥用等,并指出了社交媒体安全治理的实践困境。基于此,围绕技术、标准和模式三个维度,提出治理策略:加强内容安全、隐私保护、异常行为检测等关键技术创新;完善网络空间立法与执法,构建多层次标准规范体系;建立政府、企业、公众等多元主体协同参与的社会共治新模式。This paper systematically discusses the new challenges and governance countermeasures of network information security under the environment of social media.Firstly,this paper analyzes the unique information ecological characteristics of social media,and points out that it brings many new problems to network information security governance,including bad information proliferation and dissemination,social relationship network complexity and information cocoon effect.Secondly,this paper reviews the challenges of network information security under the enuironment of social media,such as the spread of false information and rumors,and abuse of personal privacy data.In response to the above challenges,this paper focuses on three dimensions of technology,standard and model,and puts forward governance strategies:strengthening key technology innovation such as content security,privacy protection and abnormal behavior detection;Improve cyberspace legislation and law enforcement,and build a multi-level system of standards and norms;We will establish a new model of social co-governance in which multiple entities,including the government,enterprises and the public,participate in coordination.
