摘　　要：突发公共卫生事件的应急档案管理面临时效性、敏感信息保护、跨部门协同等特殊挑战。构建高效的应急档案管理机制需要在组织架构、管理流程、技术支撑、法律制度等方面进行系统设计和优化创新,坚持预防为主、平战结合,标准化与灵活性并重等基本原则,制定分级响应机制和动态管控规则,推进档案大数据的融合治理和智能化应用,加强人才队伍建设和社会协同,拓展国际交流合作,为应急管理提供档案支撑和信息保障。The management of emergency archives for public health emergencies faces special challenges such as timeliness,protection of sensitive information,and cross departmental collaboration.Building an efficient emergency archive management mechanism requires systematic design,optimization,and innovation in organizational structure,management processes,technical support,legal systems,and others.Adhering to the basic principles of prevention first,combination of peacetime and wartime and equal emphasis on standardization and flexibility,a hierarchical response mechanism and dynamic control rules should be formulated,archive big data integration governance and intelligent application should be promoted,talent team building and social collaboration should be strengthened,international exchanges and cooperation should be expanded,and archive support and information security should be provided for emergency management.
