摘　　要：历史文化街区作为城市历史文化的重要物质载体,其活化利用对平衡保护与发展具有重大意义。面对当前活化利用实践中的实施困境,文章结合昌华大街实践案例,运用案例分析、比较研究、系统分析、参与式设计等研究方法,提出构建“保护-设计-运营”的一体化管控框架,强调精细化设计与适应性开发,通过活态传承与社区共建、制度创新与智慧赋能,最终形成可持续的实施路径。文章为平衡历史文化街区保护与发展提供了一定的实践经验基础,能够推动城市文脉传承与民生改善的有机统一。The historic and cultural block is an important material carrier of a city’s history and culture,and its activation and utilization has an important significance for balancing the protection and development.In view of the implementation difficulties in current activation and utilization practices,this paper,based on the practice of Changhua Street,employs research methods such as case analysis,comparative study,systematic analysis,and participatory design to propose the construction of an integrated management framework of“protection-design–operation”,emphasizing meticulous design and adaptive development.Through dynamic inheritance and community co-construction,as well as institutional innovation and smart empowerment,a sustainable implementation path is ultimately formed.This paper provides a certain practical experience foundation for balancing the protection and development of historic and cultural blocks,and for promoting the organic unity of urban cultural heritage inheritance and the improvement of the people’s livelihood.
