建设单位视角下不平衡报价的风险及预防策略研究

摘　　要：不平衡报价是施工单位在投标活动中为谋求更高利润而普遍采用的投标策略,如何有效应对投标中的不平衡报价问题,已成为建设单位把控项目投资、保障项目顺利推进的关键环节。文章分析了不平衡报价的现状,探究其形成的原因及多样化的表现形式,并立足于建设单位视角,从施工图精度、工程量清单及最高投标限价准确性、招标文件完整性、合同条款严谨性及项目管理精细化等多个维度,为建设单位提出针对性的预防措施和应对策略。Unbalanced bidding is a bidding strategy commonly employed by contractors during bidding activities to pursue higher profits.How to effectively address the issue of unbalanced bidding in the bidding process has become a crucial aspect for owner units to control project investment and ensure the smooth progress of projects.This article conducts an indepth analysis of the current situation of unbalanced bidding,explores its causes and diverse manifestations.From the perspective of owner unit,this paper proposes targeted preventive measures and countermeasures in multiple dimensions,such as the accuracy of construction drawings,the precision of bills of quantities and bid price ceiling,the integrity of Bidding Documents,the rigor of contract terms,and the refinement of project management.
