摘　　要：完善分层分类社会救助制度是全面建成小康社会之后我国社会救助制度新的发展方向,具有重要意义。在分层分类社会救助制度的框架下,应积极开展社会救助制度的增能转型。增能型社会救助的基本目标是要通过物质加服务的积极社会救助措施,帮助困难群众提升各方面的能力,从而更好地克服困难,获得高质量生活。增能型社会救助服务应该从能力提升、机会扩展、动机激励等多种路径开展。当前,大力推动增能型社会救助能够更好地实现社会救助制度的基本目标,更好地体现共建共享的发展理念和积极救助的原则,能够使社会救助制度帮助到更多的救助对象,并取得更好的救助效果。推动我国社会救助制度增能转型需要对现行社会救助制度作出多方面的改革,包括树立正确的指导思想,对社会救助标准,及专项救助、临时救助和基本生活救助等各层各类制度方面加以改革,并积极推动服务救助和加强增能型社会救助的工作人员队伍建设。Completing the stratified-classified social assistance system is a significant new developing direction of China's social assistance system after the accomplishment of building a moderately prosperous society in all respects.It is necessary to promote actively the empowering transition of social assistance in the new stratified-classified institutional framework.The basic goal of the empowering social assistance is to empower the poor people by assistance measures of material-plus-service,and help them improve capacities in various aspects,and thus overcome difficulties and have higher-quality living.The empowering social assistance schemes should be done through various paths including capacity building,opportunity enlargements and motivation incentives.In current stage,promoting empowering social assistance will be helpful for achieving the basic goals of social assistance system,embodying the co-construction and sharing ideology and the active social assistance principles,covering more beneficiaries and have better assisting effectives.To promote the empowering social assistance,it is needed to have various reforms in the current social assistance system,including having right guiding ideology,adjusting social assistance standards,reforming regulations and programs in special assistance programs,temporary assistance programs and basic living assistance programs,and enlarge service assistance programs and reinforce the workforce in the areas of social assistance.
