摘  要:本文以智慧城市建设试点作为准自然实验,探讨新型城镇化建设对于耕地保护的影响。通过构建涵盖全国县级行政单位23年(2000-2022年)的面板数据集,采用双重差分法分析政策效应,结果显示:智慧城市建设显著提升了耕地保护程度,并通过了一系列稳健性检验。机制分析表明,智慧城市建设通过优化土地和劳动力要素配置,以及技术赋能土地监管与利用,有效缓解了耕地的占用与弃置问题。异质性分析结果指出,智慧城市建设对中西部地区、普通县和耕地资源丰富地区的耕地保护效应尤为显著。研究阐明了智慧城市建设在耕地保护中的作用机制,为在城镇化过程中实现耕地保护提供了参考依据。这表明中国的智慧城市建设能够兼顾城镇化发展与耕地保护,中西部耕地资源丰富的县应该借此契机推动新型城镇化高质量发展,提升土地集约化利用率,促进劳动力回流,并借助数字技术加强土地监管,推动碎片化土地整合与利用。Urbanization has intensified the challenge of protecting cropland,which is essential for ensuring food security and sustainable development.As urban areas expand,balancing the urban development and land conservation has become increasingly critical.Smart city construction,a key component of new urbanization strategies,aim to integrate digital technologies to enhance resource allocation and governance efficiency.These construction are designed to optimize urban development while addressing sustainability challenges.However,the specific impacts of smart city policies on cropland protection have not been sufficiently studied.This research investigates how the pilot construction of smart cities in China influences cropland protection,addressing a critical issue in the context of rapid urbanization.The study uses the pilot construction of smart cities in China as a quasi-natural experiment to explore the causal relationship between smart city development and cropland protection.A comprehensive panel dataset covering countylevel administrative units in China from 2000 to 2022 is constructed.The difference-in-differences(DID)method is employed to identify causal effects,supported by robustness checks to ensure the validity of the results.Mechanisms driving these effects are examined through variables related to land and labor allocation optimization,and the use of digital technologies to improve land regulation and utilization.This approach allows for a detailed examination of the pathways through which smart city construction affects cropland protection.The results indicate that smart city construction significantly enhances cropland protection.Mechanism analysis reveals that smart city construction alleviates cropland occupation and abandonment through the optimization of land and labor allocation,as well as technological empowerment in land regulation and utilization.Heterogeneity analysis reveals that these effects are particularly pronounced in central and western regions,ordinary counties,and areas with abundant c
