地方分权视角下中国区域经济增长的空间分异与发展对策研究

摘　　要：中央与地方政府分权给予了地方政府更多的经济自主权,通过影响地方政府行为、物质资本供给、人力资本供给、技术水平进步及公共产品服务对地区经济增长具有一定的正向促进作用。本文基于地方分权视角,利用我国2000-2020年30个省市的面板数据,构建空间计量模型,探究中国区域经济增长的空间分异的影响因素,结果表明:我国30个省市的经济增长呈现明显的正空间自相关性;地方分权程度、技术水平、城镇化水平提升能够产生明显的空间溢出效应,不仅能够促进本地经济增长,同时能够带动周围地区经济增长;产业结构水平则在促进本地经济增长的基础上,对周围地区经济增长产生抑制效应,但抑制效应并不明显;人力资本水平能够促进本地经济增长,对周围地区经济增长也会产生溢出效应,但溢出效应并不明显。本文研究结果对提升中国区域经济发展水平具有一定的借鉴意义。The separation of power between the central and local governments gives local governments more economic autonomy.It has a certain positive role in promoting regional economic growth by influencing local government behavior,material capital supply,human capital supply,technological progress and public goods and services.Based on the perspective of local decentralization,this paper uses the panel data of 30 provinces and cities in China from 2000 to 2020 to build a spatial econometric model,and uses the partial differential method of spatial econometric model to explore the influencing factors of spatial differentiation of China's regional economic growth.The results show that:the economic growth of 30 provinces in China has an obvious positive spatial autocorrelation.The degree of local decentralization,technological level and urbanization can produce obvious spatial spillover effects,which can not only promote local economic growth,but also drive the economic growth of surrounding areas.Industrial structure can promote local economic growth,and has a restraining effect on the economic growth of surrounding areas,but the restraining effect is not obvious.Human capital level can promote local economic growth,and also has spillover effect on the economic growth of surrounding areas,but the spillover effect is not obvious.Based on this,the following policy recommendations are put forward:(1)Appropriately give local governments more autonomy.(2)Optimize the industrial structure,and promote the transformation and upgrading of the economic structure.(3)Increase R&D investment,and improve the level of technology.(4)Expand educational investment,and improve the level of human capital.(5)Improve the quality of urbanization,and promote the integrated development of urban and rural areas.The research results of this paper have certain practical value for improving the level of regional economic development in China and achieving high-quality economic development.
