纪检监察大数据监督的能力建设研究

摘　　要：面对纪检监察全面化的要求,纪检监察大数据监督的能力建设应当聚焦大数据模型的进化。大数据模型的进化,是指从固定模型走向智能模型。前者以纪检监察人员逻辑为核心,受制于认知上限;后者以数据逻辑为核心,携带经验主义的风险。大数据模型的进化对纪检监察人员的解释能力造成较大困境。为突破这一困境,一方面应当坚持纪检监察人员主体性原则,明确大数据监督的辅助作用;另一方面,应当将纪检监察理论嵌入大数据监督建构和运行全过程,推动数字纪检监察工作规范化、法治化、正规化。In response to the overarching demands for the comprehensiveness within the domain of discipline inspection and supervision,the capacity-building endeavors of big-data-enabled supervision in this field ought to be centered on the evolution of big data models.The evolution of big data models is characterized by a transition from static models to intelligent ones.The former is predicated on the logical framework of discipline inspection and supervision personnel and is circumscribed by the upper echelons of their cognitive capabilities;the latter is predicated on data-driven logic and implicates the risk of empiricism.The evolution of big data models presents formidable challenges to the interpretive acumen of discipline inspection and supervision personnel.To surmount this conundrum,on one hand,it is imperative to uphold the principle of the subjectivity of discipline inspection and supervision personnel and elucidate the auxiliary role of big data-based supervision.On the other hand,the theory of discipline inspection and supervision should be integrated into the entirety of the processes of constructing and operating big data supervision,thereby facilitating the standardization,legalization,and regularization of digital discipline inspection and supervision undertakings.
