构建数字纪检监察监督实验室的理论基础与实践路径

摘　　要：大数据分析和人工智能的应用,为权力靠前监督提供了新的技术手段和方法,为铲除腐败滋生的土壤和条件提供了技术栅栏,但如何突破技术性阻力、结构性掣肘和价值性壁垒,在权力监督数据源、风险预警、数据安全等层面形成具体方案还有待研究。利用数字技术,在模拟实景中观测记录公权力运行轨迹,对公权力运行过程进行模拟监控、预警和干预,可以应对纪检监察监督过程中数据涉密、结果不可逆等挑战,解决数字纪检监察监督工作的关键问题。研究发现,对权力监督基础数字系统、数字纪检监察监督预警系统和数字纪检监察监督反馈系统的研究是数字纪检监察监督实验室研究的主要任务,从“技术—实验”的视角出发,构建“理论—实验—应用”的分析框架,能够解决权力监督需求增长与传统监督效率低下的矛盾。The application of big data analysis and artificial intelligence has provided new technological means and methods for proactive power supervision,offering a technological safeguard to eradicate the soil and conditions for corruption.However,how to break through technical resistance,structural constraints,and value barriers,and form concrete solutions at the levels of power supervision data sources,risk early warning,and data security,remains to be studied.Leveraging digital technology to observe and record the trajectory of public power operation in simulated real-world scenarios,and to simulate monitoring,early warning,and intervention during the operation of public power,can address challenges such as data confidentiality and irreversible outcomes in the process of discipline inspection and supervision,solving the key issues of digital discipline inspection and supervision work.The study found that research on the foundational digital system for power supervision,the digital early warning system for discipline inspection and supervision,and the digital feedback system for discipline inspection and supervision are the main tasks of the digital discipline inspection and supervision laboratory research.From the perspective of"technology-experiment,"constructing an analytical framework of"theory-experiment-application"can resolve the contradiction between the growing demand for power supervision and the low efficiency of traditional supervision.
