摘　　要：社会治理是国家治理的重要方面,其基础在基层、根本在社区。社区治理作为社会治理的基本环节,构建多元治理主体参与的协同治理模式是重要治理思路。但目前国内大多社区治理实践中,社会组织这一重要主体并未真正发挥出其核心作用。基于此,通过实地走访香港兼善里,总结出香港明爱社会组织在参与兼善里治理的有效治理模式与实践经验。研究发现,从宏观层面,应通过自上而下顶层设计为社会组织参与社区治理提供制度保障,从微观层面,推进自下而上的社区治理模式,引导社区居民参与自治,同时推动社会组织提质增效,提升社区治理现代化水平。文中通过法治化与社会化相结合的双向介入治理体系,构建出了社会组织参与社区有效治理的路径。Social governance is an important aspect of national governance,which is based at the grassroots level and fundamentally in the community.As a basic link of social governance,community governance is an im⁃portant governance idea to build a collaborative governance model with the participation of multiple gover⁃nance subjects.However,in most community governance practices in China,social organization,an important subject,has not really played its core role.Based on this,through the field reserch to Hong Kong Jian⁃shanli,summed up the effective governance model and practical experience of Hong Kong Caritas social organi⁃zations in participating in Jianshanli governance.It is found that,from the macro level,social organiza⁃tions should be provided with a top-down design system guarantee when participate in community governance.From the micro level,bottom-up community governance model can help guide community residents to participate in self-governance.At the same time,pay attention to promote the quality and efficiency of social organiza⁃tions,so as to enhance the modernization level of community governance comprehensively.Construct a path for social organizations to effectively participate in community governance through a two-way intervention gov⁃ernance system combining legalization and socialization.
