数智赋能派出所主防的作用机制与进路

摘　　要：派出所主防是全面深化公安改革,提高公共安全治理水平和完善社会治理体系的一项重要内容。基于“整合—互动—参与”的分析框架,数智赋能派出所主防的作用机制主要表现为推动公安机关内部整体智治的整合机制,促进公安机关同其他政府部门双向互动的互动机制,提高社会公众的参与积极性的参与机制,其在实践中主要面临公安机关内部数据共享不充分、警政互动合作机制不完善、基层警力技术素养不足的现实困境。因此,数智赋能派出所主防需要在内部数据共享、构建互动合作机制及民警素质能力提升方面进行优化,以提升派出所主防效能。The primary prevention role of police stations is an important part of comprehensively deepening public security reforms,enhancing public safety governance,and improving the social governance system.Based on the analysis framework of"integration-interaction-participation,"the mechanism of digital intel⁃ligence empowerment of the primary prevention role of police stations is mainly manifested in three aspects.First,it promotes the integration mechanism of overall intelligent governance within public security or⁃gans.Second,it fosters the interaction mechanism of two-way cooperation between public security organs and other government departments.Third,it enhances the participation mechanism to increase the enthusiasm of public participation.In practice,however,digital intelligence empowerment of the primary prevention role of police stations faces real challenges,including insufficient internal data sharing within public secu⁃rity organs,an imperfect cooperation mechanism between police and other government departments,and inad⁃equate technical literacy among grassroots police officers.Therefore,it is necessary to continuously fo⁃cus on internal data sharing,building interactive cooperation mechanisms,and improving the quality and ca⁃pabilities of police officers,To enhance the primary prevention effectiveness of police stations.
