摘　　要：科技型企业是城市科技创新网络中的核心引擎,也是连接全球创新网络的重要纽带。北京科技型企业的国际合作面临全新的背景与障碍,给城市创新发展带来机遇与挑战。文章聚焦于北京国际科技创新中心建设的战略目标,着眼于北京科技型企业国际合作的发展现状,基于全球创新网络理论,从推动科技型企业融入全球创新知识网络、全球创新主体网络和全球创新服务网络的角度出发,提出促进城市创新能力提升的对策建议。研究结论有助于北京把握全球产业链调整时机,抓住数字经济发展机遇,整合国内顶尖创新资源,汇聚全球优质创新要素,加快建成具有全球影响力的国际科技创新中心。Technology-based enterprises serve as the core engines within urban technological innovation networks and play a pivotal role in bridging global innovation networks.Against the backdrop of new global circumstances and barriers,Beijing’s technology-based enterprises encounter fresh challenges in global cooperation,presenting both opportunities and complexities for urban innovation-driven development.Anchored in the strategic objectives of establishing Beijing as an international science and technology innovation hub,this study investigates the current state of global cooperation among Beijing’s technology-based enterprises.Grounded in global innovation network theory,the research proposes actionable strategies to enhance urban innovation capacity through three interconnected dimensions:integrating technology-based enterprises into the global innovation knowledge network,the global innovation entity network,and the global innovation service network.The findings offer policymakers and practitioners a framework to leverage on global industrial chain restructuring,harness digital economy opportunities,consolidate domestic innovation resources,and aggregate global innovation assets.These insights aim to accelerate Beijing’s transformation into a globally influential innovation hub,positioning it at the forefront of next-generation innovation governance paradigms.
