全面危机管理视角下医院应对突发公共卫生事件管理实践

摘　　要：突发公共卫生事件严重威胁公众健康。医院作为公共卫生体系的关键环节,增强应对能力至关重要。首都医科大学附属北京友谊医院基于全面危机管理理论,从缓解、准备、响应和恢复4个阶段梳理应对突发公共卫生事件的管理实践,通过事前预警与准备、就诊高峰期建立适宜制度、事后完善长效机制,完成全流程闭环管理,有效提升决策能力,增加重症患者收治率,为医疗机构提升应急管理能效提供实践经验。Public health emergencies seriously threaten public health.As a key link in the public health system,hospitals should strengthen their response capacity.Based on the comprehensive crisis management theory,Beijing Friendship Hospital,Capital Medical University,sorted out its management practice of coping with a public health emergency from four stages:mitigation,preparedness,response,and recovery.Through pre-event warning and preparation,establishing appropriate systems during peak treatment periods,and improving long-term mechanisms post-event,a full-process closed-loop was achieved,the decision-making ability effectively improved,the admission rate of critical patients increased,and provided practical experience for hospitals to enhance the emergency management capability.
