广西临空经济发展SWOT分析与策略研究

摘　　要：广西是我国唯一与东盟陆海相连的省份,是国家面向东盟开放合作的前沿和窗口,有防城港、钦州和北海3个沿海城市,拥有得天独厚的发展临空经济的区位优势。广西有8个机场,但现在只有南宁和桂林提出临空经济区建设和规划,明显与国家赋予广西的“三大定位”战略目标不符。论文采用SWOT矩阵分析方法聚焦广西临空经济发展。广西临空经济建设和发展有一定区位优势、面向东盟的航空枢纽逐步形成的优势,同时也面临国家战略调整及政府大力支撑的机遇,但也面临临空经济区主导性特色产业难以支撑临空经济高质量发展、南宁临空经济区区域引领辐射能力偏弱和运力、运价和运输能力较差等弱势和威胁。广西临空经济区应发挥广西机场面向东盟的航空枢纽形成优势,通过加大货运航线网络开发力度、克服产业差异化与特色化难以支撑临空经济持续高质量发展的劣势以应对货运能力不足威胁。同时应依托区位优势,把握国家战略转型和支持力度加大机遇,克服南宁临空经济区域引领辐射作用偏弱劣势,加强与东盟合作,以此促进广西临空经济区高质量发展。Guangxi is the only province in China that is connected to ASEAN by land and sea.It is the forefront and window for China’s opening up and cooperation with ASEAN.With three coastal cities,Fangchenggang,Qinzhou,and Beihai,Guangxi enjoys unique geographical advantages for developing airport-related economy.There are eight airports in Guangxi,but only Nanning and Guilin have proposed the construction and planning of airport economic zones.This is clearly inconsistent with the“Three Major Orientations”strategic goals assigned to Guangxi by the state.The SWOT matrix analysis method is adopted to focus on the development of Guangxi’s airport-related economy.Guangxi has certain geographical advantages in the construction and development of its airport-related economy,and the aviation hub facing ASEAN is gradually taking shape.At the same time,there are opportunities for national strategic adjustments and strong support from the government,however,it also faces weaknesses and threats such as the difficulty of supporting high-quality development of the airport economy through dominant characteristic industries in the airport economic zone,the weak regional leading and radiating ability of Nanning Airport Economic Zone,and poor transportation capacity,freight rates,and shipping capabilities.The airport economic zones in Guangxi should give full play to the advantage of Guangxi’s airports in forming an aviation hub facing ASEAN.By increasing the development of the freight route network and overcoming the disadvantage that industrial differentiation and specialization are difficult to support the sustainable high-quality development of the airport-related economy,they can cope with the threat of insufficient freight capacity.It should rely on its geographical advantages,seize the opportunities of national strategic transformation and support for the airport economy,overcome the weak leading and radiating role of the Nanning Airport Economic Zone,strengthen cooperation with ASEAN,so as to promote the high-quality de
