摘　　要：产业链供应链安全稳定是保障国家经济安全的核心内容。全球产业链重构加剧了中国产业链供应链不稳、不强和不安全风险,但也为自主创新战略升级、突破“中低端锁定”困局进而弥补产业链供应链短板提供了新契机。全球产业链重构下中国产业链供应链安全稳定的核心逻辑体现为:实现自主可控是前提基础,突破关键核心技术是必然选择,形成新质生产力是核心动力,掌握规则制定权是有力保障,合作共赢是重要发展方向。保障中国产业链供应链安全稳定,应夯实产业基础,推动全球价值链跃升;加强创新驱动,推进产学研用深度融合;强化“链主”引领,壮大“专精特新”企业;引导跨区域合作,做好关键产业备份;畅通市场堵点,构建全国统一大市场;扩大对外开放,促进产业链国际合作。The security and stability of the industrial chain and supply chain is the core content of national economic security.The reconfiguration of global industrial chain has aggravated the risk of instability,weakness and insecurity of China's industrial chain and supply chain,but it also provides a new opportunity for the upgrading of the independent innovation strategy,breaking through the predicament of"low-end and middle-end locking"to make up for the short boards of the industrial chain and supply chain.The core logic of China's industrial chain and supply chain security and stability in the context of the reconfiguration of global industrial chain is reflected in the following:Realizing autonomy and controllability is the prerequisite foundation,breaking through the key core technology is the inevitable choice,forming the new quality productive forces is the core driving force,grasping the right to formulate rules is a powerful guarantee,and win-win cooperation is an important direction of development.To ensure the security and stability of China's industrial chain and supply chain,we should consolidate the industrial foundation and promote the leap of global value chain;strengthen the innovation drive and promote the in-depth integration of industry,academia,research and utilization;strengthen the"chain master"to lead and grow"Specialized and New Enterprise";guide the inter-region cooperation and build backup for key industries;smooth the market blockage and build a unified national market;expand the openness to the outside world and promote the international cooperation of the industrial chain.
