摘　　要：深化农村土地制度改革是激发土地活力的必然要求,是促进农业高质高效的重要支撑,是推进城乡融合发展的关键举措,是实现农民富裕富足的现实需要。立足党的十八大以来农村土地制度改革取得的主要成效和历史经验,应围绕农村承包地和集体经营性建设用地改革等方面的关键问题,明确科学推进改革的重要任务。当前和今后一段时期深化农村土地制度改革,应坚持理顺农民和土地关系的工作主线,强化与农村其他改革政策的系统协同,推进农村土地治理体系和治理能力现代化,增强农村集体经济组织的带动能力,以激活和释放土地要素活力,促进农业农村高质量发展,为扎实推进乡村全面振兴和中国式现代化提供坚实保障。Deepening the reform of rural land system is an inevitable requirement for stimulating the vitality of the land,an important support for promoting high quality and efficiency in agriculture,a key initiative for promoting the integrated development of urban and rural areas,and a practical need for realizing the prosperity and affluence of farmers.Based on the main achievements and historical experience of the reform of rural land system since the 18th National Congress of the CPC,we should focus on the key issues of the rural contracted land and the reform of the collective operating construction land,and clarify the important tasks of scientific promotion of the reform.Deepening the reform of rural land system in the current and future period should adhere to the main line of work of rationalizing the relationship between peasants and land,strengthen the systematic synergy with other reform policies in rural areas,promote the modernization of the rural land governance system and governance capacity,and enhance the driving capacity of rural collective economic organizations,so as to activate and release the vitality of the land elements,promote the high-quality development of agriculture and rural areas,and provide solid guarantees for solidly pushing forward the comprehensive revitalization of the countryside and the Chinese path to modernization.
