摘　　要：我国煤矿风险及灾害类型多样,安全管理形势依然严峻。双重预防机制作为一种先进的安全管理理念,综合运用安全风险分级管控和隐患排查治理2大核心手段,将事故发生的可能性大幅最低,为煤矿安全管理提供了新的模式。岗位责任制以其责任明确化、管理精细化及考核制度化的特点在煤矿安全管理中具有现实的应用需求。为了实现煤矿生产全生命周期实时安全管理,综合考虑双重预防机制的优势和岗位责任制的特征,研究双重预防控制体系在煤矿安全管理中的应用,探索基于双重预防的煤矿安全管理岗位责任制,通过双重预防岗位责任制设计、影响因素分析及多重保障措施,构建了煤矿双重预防岗位责任制理论框架,进一步丰富了煤矿安全管理理论,创新了煤矿安全管理模式,为提升煤矿企业安全管理水平提供了新方案。There are various types of coal mine risks and disasters in China,and the situation of safety management is still grim.As an advanced safety management concept,the dual prevention mechanism comprehensively uses the two core means of safety risk classification control and hidden danger investigation and management to reduce the possibility of accidents significantly and provide a new model for coal mine safety management.The post responsibility system has practical application requirements in coal mine safety management with its characteristics of clear responsibility,refined management and institutionalized assessment.In order to realize the real-time safety management of the whole life cycle of coal mine production,the advantages of dual prevention mechanism and the characteristics of post responsibility system were comprehensively considered,the application of dual prevention and control system in coal mine safety management was studied,and the post responsibility system of coal mine safety management based on dual prevention was explored.Through the design of dual prevention post responsibility system,the analysis of influencing factors and multiple safeguard measures,the theoretical framework of dual prevention post responsibility system in coal mine was constructed,which further enriched the theory of coal mine safety management,innovated the mode of coal mine safety management,and provided a new scheme for improving the safety management level of coal mine enterprises.
