摘  要:根据第七次全国人口普查结果,我国的流动人口数量已增至3.7亿,较上一次普查增幅达69.73%。在此背景下,北京市作为典型的特大城市,常住人口总数超过2000万,其中非本地户籍的劳动人口占比达38.5%。随着城镇化进程的加快,老旧社区的治理难题在城市规划与建设中愈发凸显,特别是流动人口管理,已成为城市管理亟待解决的关键议题。本文旨在深入剖析老旧社区流动人口管理现状,揭示问题与挑战,并提出创新对策。通过这些策略的实施,优化老旧社区对流动人口的管理效能,为城市的综合治理与人口的合理布局提供有力支持,进一步促进城市的经济繁荣与社会发展,缓解社会治理的压力。According to the results of the seventh national population census,the number of floating population in China has soared to 370 million,an increase of 69.73 per cent compared with the previous census.In this context,Beijing,has a total resident population of more than 20 million,of which 38.5% are non-local working population.With the accelerated pace of urbanization,the governance of old communities has become more and more prominent in urban planning and construction,and the management of the floating population,in particular,has become a key issue of urban management that needs to be dealt with urgently.This paper attempts to deeply analyse the current situation of mobile population management in old communities,reveal the problems and challenges,and propose innovative countermeasures.Through the implementation of these strategies,the effectiveness of the management of the floating population in old communities can enhanced,providing strong support for the comprehensive management of the city and the rational layout of the migrant population,further promoting economic prosperity and social development of this city,and easing the pressure of social governance.
