开展澄清正名工作的重大意义、实践要求和科学路径

摘　　要：开展澄清正名工作,是党组织不可推卸的重大政治责任,是我们党严管厚爱干部、激励创新担当的重要体现,是对党的实事求是思想路线的具体践行,有利于营造风清气正的政治生态。开展澄清正名工作要求坚持党的纪律和干事创业的有机统一,实现为受到失实举报、诬告陷害的党员干部澄清问题和严格管理监督的有机统一,平等地对待检举控告权利和义务,平等地保护举报人和被举报人的合法权利,精准规范问责。在实践中,我们党坚决贯彻执行新时代党的组织路线,健全职责清晰、权责明确、精准高效、闭环管理的澄清正名工作机制,精准科学落实容错纠错要求,与打击诬告陷害协同推进、互促增益,构建良性有序举报秩序,从源头上减少失实举报,不断健全精准高效的澄清正名机制,全面营造奋发向上的干事创业良好政治环境。Clarifying and rectifying false reports is a major political responsibility that cannot be shirked by the Party organization.It is an important manifestation of our Party’s strict management and care for cadres,as well as encouraging innovation and responsibility.It is a concrete practice of the Party’s practical and realistic ideological line,and is conducive to creating a clean and upright political ecology.The work of clarifying and recti-fying false reports requires adhering to the organic unity of the Party’s discipline and entrepreneurship,the organic unity of clarifying issues for Party members and cadres who have been falsely reported and strict manage-ment and supervision,treating the rights and obligations of reporting and accusation equally,protecting the legitimate rights of whistle blowers and defendants equally,and accurately regulating accountability.In practice,our Party solidly and effectively implements the Party’s organizational line in the new era,improves the mechanism for clarifying and rectifying false reports with clear responsibilities,clear rights and responsibilities,pre-cise and efficient,and closed-loop management,accurately and scientifically implements the requirements for fault tolerance and error correction,coordinates with the crackdown on false accusations and framing,and mutu-ally promotes and enhances each other.We construct a benign and orderly reporting order,reduce false reports from the source,and continuously improve the precise and efficient clarification and rectifying false reports mechanism,comprehensively create a good political environment for striving for progress and entrepreneurship.
