摘　　要：城市治理现代化是中国式现代化的重要构成,是新时代中国之治的城市美好篇章。“以人民为中心”的人民城市治理理念,走出了中国特色社会主义制度优势的超大城市治理道路。北京接诉即办改革始终坚持以人民为中心的发展思想,以市民诉求驱动超大城市治理,满足人民对美好城市生活的向往,充分展现了新时代的城市管理者顺应民心、倾听民意、汇聚民智、造福民生的政治担当和作为,体现了不断创新城市治理方式方法、完善制度建设并将制度优势转化为城市治理效能的生动实践,是践行全过程人民民主的鲜活经验。北京接诉即办改革具有鲜明的自主性、突出的人民性、广泛的团结性、真实的有效性、与时俱进的创新性,为以市民诉求为导向的超大城市治理体系及国家治理体系和治理能力现代化贡献了北京智慧与经验。The modernization of urban governance is an important component of Chinese modernization,and a beautiful chapter of urban governance in China in the new era.The people-centered concept of people’s urban governance has paved the way for the governance of magacities,where the socialist system with Chinese charac-teristics has advantages.Beijing swift response to public complaints reform has always adhered to the people-centered development philosophy,driven the governance of megacities by the demands of the citizens,and realized the people’s yearning for a better urban life,fully demonstrating the political responsibility and actions of city managers in the new era to conform to the people’s aspirations,listen to the public opinion,gather the wis-dom of the people,and benefit the people’s livelihood.It embodies the vivid practice of constantly innovating urban governance methods,improving system construction and transforming institutional advantages into urban grass-roots governance efficiency,and is a fresh experience of practicing the whole-process of people’s democracy.Beijing swift response to public complaints reform,characterized by self-initiated governance,people-centered priorities,inclusive collaboration,verifiable effectiveness,and adaptive innovation,offers Beijing’s in-stitutional wisdom and practical experience for advancing citizens demand-driven megacity governance system and the modernization of national system and governance capacity.
