摘　　要：深化城市安全韧性提升行动,是党的二十届三中全会提出的新要求。随着现代社会风险的持续累积与加剧,深化城市安全韧性提升行动在新型城镇化建设和城市高质量发展阶段的重要性愈发显著。然而,韧性治理概念的泛化趋势削弱了理论阐释的深度与精准度,进而影响到实践中安全韧性能力的有效释放,并导致风险根源识别模糊以及智能技术应用面临困境。因此,亟须对韧性治理理念进行精准定位与深化理解,将高水平安全理念深度融入韧性治理框架,秉持发展与安全并重的治理哲学,运用系统观念全面审视基层社区全周期风险防控与化解工作,通过区域示范引领提升治理效能,以系统性、全周期、多主体、新技术的策略应对现代城市风险,带动城市基层社会形成新的团结趋势,打造具有高水平安全特性的城市社区治理新模式,增强社区凝聚力和向心力,创造安全、稳定、和谐的美好生活环境。The Third Plenary Session of the 20th CPC Central Committee put forward new requirements to make the cities safer and more resilient.With the continuous accumulation and intensification of risks in modern society,the importance of deepening urban safety resilience enhancement actions has become more and more significant in the stage of new urbanization construction and high-quality urban development.However,the general-ization of the concept of resilience governance has weakened the depth and precision of theoretical interpreta-tion,which in turn affects the effective release of safety resilience capacity in practice,and leads to ambiguous identification of the root causes of risks as well as the dilemma of the application of intelligent technology.Therefore,there is an urgent need to accurately position and deepen the understanding of the concept of resilience governance,deeply integrate the concept of high-level security into the framework of resilience gover-nance,adhere to the philosophy of governance that gives equal importance to both development and security,comprehensively examine the work of full-cycle risk prevention,control and mitigation in grass-roots communi-ties using system concepts.It enhances the potential of governance effectiveness through the leadership of regional demonstrations.It is also aiming to respond to modern urban risks with systematic,full-cycle,multi-subject and new technology strategies,drive the formation of a new trend of solidarity in urban grass-roots societies,create a new model of urban community governance with a high level of security features,enhance social co-hesion and centripetal force,and create a safe,stable and harmonious environment for a better life.
