摘  要:面向航天器市场竞争、经费压缩、成本增加等形势,在研究国内外航天器项目经营管理理论方法的基础上,引入技术经济一体化管理思想与数字化工具手段,提出一种流程与数据驱动的航天器项目经营管理模式,其核心在于:构建统一的经营管理流程引擎,以流程为牵引贯通“任务管理-经营管理-财务管理”业务链路,实现航天器项目自立项、策划、执行、监控至收尾全过程技术与经济工作一体化管理;建立统一的项目经营数据模型,采集整合各类经营过程数据,构建项目经营主题数据库和可视化的管理决策看板,实现经营状况的可知、可视。经应用验证,结果表明:该方法可有效提升航天器项目经营管理效率与成本管控实效,支撑了航天器研制任务的顺利实施。In response to market competition,tightening budgets,and rising costs in the spacecraft industry,this study builds upon domestic and international theories and methodologies of spacecraft project management.It introduces an integrated techno-economic management approach supported by digital tools,proposing a process-driven and data-driven model for spacecraft project management.At its core,the model constructs a unified management process engine that connects task management,business management,and financial management through a process oriented framework.This enables integrated management of technical and economic activities throughout the entire project lifecycle from project initiation,planning,execution,monitoring and completion.In addition,a unified project management data model is developed to collect and integrate various types of operational data,thereby constructing a project-centric management database and a visual decision-making dashboard.This enables transparent and visible oversight of operational status.Application results demonstrate that the proposed method effectively enhances the efficiency of spacecraft project management and strengthens cost control,thereby supporting the successful execution of spacecraft development missions.
