摘　　要：山洪灾害防御村级预案是防汛指挥部门在应对山洪灾害时进行高效指挥、合理调度及迅速组织抢险救灾的根本遵循,也是基层群众预防和应对山洪灾害过程中所依赖的具体行动方案。针对安徽省在山洪灾害防御村级预案编制中存在的问题,从基本情况、包保责任制体系建立、预警指标确定、人员转移安置、信息反馈、抢险物资储备、生活保障7个方面总结了编制思路,力求为提高安徽省山洪灾害村级防御能力提供理论依据和实践指导。The village-level plan for mountain flood disaster prevention is the fundamental guideline for flood control command departments to carry out efficient command,rational allocation of flood control resources,and rapid organization of emergency rescue work when dealing with mountain flood disasters.It is also the specific action plan relied upon by grassroots people in the process of preventing and responding to mountain flood disasters.In view of the problems existing in the compilation of village-level plans for mountain flood disaster prevention in Anhui Province,this paper summarizes the compilation ideas of village-level plans for mountain flood disaster prevention from seven aspects:basic situation,responsibility system for guaranteeing,early warning indicators,personnel transfer and resettlement,information feedback,emergency rescue materials,and living support,aiming to provide theoretical basis and practical guidance for improving the mountain flood disaster prevention capacity in Anhui Province.
