摘　　要：以河北省廊坊市御龙河水利风景区为研究对象,基于生态文明建设理念,探讨水利风景区规划建设的关键技术与实施路径。研究采用实地调研与系统规划相结合的方法,创新性提出“一带、两翼、五区、多核”的空间发展格局,通过生态景观区、娱乐休闲区等五大功能分区,实现防洪排涝、生态保护与休闲游憩多元功能的融合。科学的功能区划能有效提升水利工程综合效益,本研究为北方城市水利风景区建设提供了可借鉴的规划思路与方法。This study takes the Yulong River Water Conservancy Scenic Area in Langfang City,Hebei Province as the research object,and explores the key technologies and implementation approaches for the planning and construction of water conservancy scenic areas based on the concept of ecological civilization construction.Adopting a combined methodology of field investigation and systematic planning,the study innovatively proposes a spatial development framework of“one belt,two wings,five zones,and multiple cores”.Through five functional zones including ecological landscape area and recreational leisure area,the integrated multifunctional synergy of flood control and drainage,ecological conservation,and leisure tourism is achieved.Scientific functional zoning can effectively enhance the comprehensive benefits of water conservancy projects.This research provides a replicable planning paradigm for water conservancy scenic area construction in northern cities.
