多维视角下国家水网工程建设管理问题分析

摘　　要：针对国家水网建设过程中日益凸显的管理问题,选取7个工程建设现场监督检查数据,从建设管理、质量管理和安全管理三个维度,分析建设过程中存在的问题,并采用统计分析方法,对发现的问题进行分类统计和成因分析。结果表明:工程建设管理主要问题为参建各方管理制度不完善、施工不符合设计或规范要求、监理履职不到位和现场安全管理不规范等,其中质量管理和安全管理问题占比最高(82.0%),施工单位和监理单位的问题占比最高(87.7%)。提出强化系统性管理思维、提升参建各方专业能力与意识、完善监督检查机制与评估机制等改进性建议,为国家水网工程建设管理提供借鉴。In the process of vigorously advancing the national water network construction,management problems are becoming increasingly prominent.Data from the supervision and inspection of seven construction sites were selected,and the main problems existing in the construction process were analyzed from three dimensions:construction management,quality management,and safety management.Statistical analysis methods were used to categorize and analyze the causes of the identified problems.The results show that the main problems in construction project management are the incomplete management systems of participating parties,construction not meeting design or specification requirements,inadequate supervision,and non-standard on-site safety management.Specifically,quality management and safety management problems account for the highest proportion(82.0%),and the problems attributed to construction units and supervision units are the most prominent(87.7%).At the same time,improvement suggestions such as strengthening systemic management thinking,enhancing the professional capabilities and awareness of all participating parties,and improving supervision and evaluation mechanisms were proposed to provide references for the construction management of the national water network.
