中国式乡村治理现代化视域下全过程人民民主与共同富裕的耦合互动机制

摘　　要：全过程人民民主为乡村治理注入民主要素,以实现民主治理,是中国式乡村治理现代化的本质要求。共同富裕以民生建设推进乡村全面富裕与全体富裕,是中国式乡村治理现代化的目标追求。全过程人民民主与共同富裕在主体、领域、目标、价值四个维度高度耦合,二者在中国式乡村治理现代化的实践场域中相辅相成、相互促进,体现为民主赋能民生、民生构建民主的互动机制。全过程人民民主以“民主选举、民主协商、民主决策、民主管理、民主监督”的“全链条”,嵌入推进共同富裕的全过程,以民主程序的闭环运行为乡村共同富裕选好领导、凝聚共识、指明路径、激发活力以及保障实效有效赋能。在扎实推进乡村共同富裕进程中,加强和改进党的全面领导、缩小城乡差距、改善乡村物质生活、促进村民民主意识觉醒与多元主体共治等功能作用,能够强化发展全过程人民民主的政治基础、经济基础与社会基础,为全过程人民民主的实践保驾护航。The whole-process people’s democracy injects democratic elements into rural governance to achieve democratic governance,which is an essential requirement of the Chinese rural governance modernization.Common prosperity advances comprehensive and universal rural prosperity through livelihood development,which is the goal pursued by the Chinese rural governance modernization.The whole-process people’s democracy and common prosperity are highly coupled in four dimensions:subject,field,goal,and value.They complement and interact with each other in the practice of the Chinese rural governance modernization,embodying an interactive mechanism where democracy promotes livelihood and livelihood expands democracy.The whole-process people’s democracy,through a“full chain”of democratic election,consultation,decision-making,management,and supervision,is embedded in the entire process of advancing common prosperity,effectively guaranteeing rural common prosperity by selecting good leaders,building consensus,directing paths,stimulating vitality and ensuring practical results through the circular operation of democratic procedures.In the solid advancement of the rural common prosperity process,strengthening and improving the Party’s comprehensive leadership,narrowing the urban-rural gap,enhancing rural material life,awakening villagers’democratic awareness and promoting multi-subject co-governance can consolidate the political,economic,and social foundations for the development of whole-process people’s democracy.
