制度同构理论视角下市县党委巡察制度的生发逻辑及其效能转化

摘　　要：市县党委巡察制度是推动党内监督纵深到底、全面从严治党向基层有效延伸的重要制度安排。在制度同构理论的解释框架下推演出市县党委巡察制度基于党内监督组织场域和合法性机制,并通过强迫、模仿、社会规范三种动力机制和巡视制度得以同构,而这三种动力机制在市县党委巡察制度同构变迁的不同阶段分别发挥着相应的主导作用。在市县党委巡察制度的实际运行中,既要始终坚持和加强党的领导这一根本前提、坚持以人民为中心的根本立场、坚持政治监督的根本定位等一般性原则。也要结合巡察工作的特殊性要求进一步完善巡察制度体系、机动创新巡察内容、灵活调整巡察方式方法,将巡察制度的制度优势真正转化为制度效能,让市县党委巡察制度真正成为基层党内监督的“前哨”、发现问题的“尖兵”、从严治党的“利剑”,助力全面从严治党纵深推进。The inspection system by city and county party committees is an important institutional arrangement for conducting serious supervision of the Party,effectively extending the comprehensive and strict governance of the Party to the grassroots levels.Under the explanatory framework of institutional isomorphism theory,it is deduced that the inspection system by city and county party committees is based on the rationale of intra-party supervision organization and thelegitimacy mechanism and is isomorphic through the three dynamic mechanisms of compulsion,imitation and social norm which play a corresponding leading role in the different stages of the isomorphic change of the city and county party committee inspection system.In the actual operation of the inspection system by the city and county party committees,it is necessary to always uphold and strengthen the fundamental premise of the Party's leadership,adhere to the essential stand of taking the people as the center and stick to the salient orientation of political supervision.It is also necessary to further improve the inspection system in combination with the actual inspection work,flexibly innovate the inspectionrange,flexibly adjust the inspection methods and truly transform the institutional advantages of the inspection system into institutional efficiency,so that the inspection system by the city and county party committees can truly become the“outposts”of grassroots Party supervision,the“vanguard”of discovering problems and the“sharp sword”of strict governance of the Party so as to help comprehensively and strictly govern the Party with efficiency.
