摘 要:随着我国城乡建设的不断发展和“一带一路”倡议的持续推进,土木工程项目的规模和复杂性不断增加,许多工程面临更多复杂的技术性的问题,进而对土木专业技术人员的创新能力也有了更高的要求,因此,土木专业技术人员的创新与实践能力日益成为行业发展的关键因素。本文结合现有的评价体系,从创新能力、专业技术能力、工程实践能力和综合素质四个维度进行研究。采用层次分析法确定指标权重,利用模糊综合评价法对指标的权重和评分进行计算。根据专技人员的工作性质和职责,将其分为设计类、施工类和管理类三个群体,针对不同类别设置差异化的评价指标,并运用粗集理论对评价指标进行约简,通过模糊综合评价法对指标的权重和评分进行计算,对专技人员的创新与实践能力进行分析比较,得出评价结果。提出了提升土木工程领域专技人员创新与实践能力的策略建议,包括完善创新培养模式,加强专业知识和技能培训,营造创新氛围、完善评价和激励机制以及促进产学研合作等。In the current social context,the field of civil engineering has been the focus of attention,with the continuous development of urban and rural construction in our country and the continuous advancement of the“Belt and Road”initiative,with the increasing scale and complexity of civil engineering projects,many projects are faced with more complex technical problems,which require more innovative abilities of civil engineering professionals,the innovation and practice ability of civil engineering professional and technical personnel has increasingly become the key factor in the development of the industry.At present,traditional civil engineering technology and methods can not meet the needs of modern engineering projects.In order to meet the needs of high standards and rapid development in the new era,the reform of civil engineering education is also advancing.Based on the existing evaluation system,this paper studies from four dimensions:innovation ability,professional technology ability,engineering practice ability and comprehensive quality.The index weight is determined by analytic hierarchy process,and the index weight and score are calculated by fuzzy comprehensive evaluation method.According to the work nature and duty of specialists,they are divided into three groups:Design Group,Construction Group and management group,through the fuzzy comprehensive evaluation method to calculate the weight and score of indicators,the innovation and practical ability of professionals are analyzed and compared,and the evaluation results are obtained.Finally,the paper puts forward some suggestions on how to improve the innovation and practice ability of the professionals in civil engineering field,including perfecting the training mode of innovation and strengthening the training of professional knowledge and skills,create an innovative atmosphere,improve the evaluation and incentive mechanism and promote cooperation between industry,university and research.
