森林康养旅游政策的量化评价与“十五五”发展展望

摘　　要：森林康养旅游能够满足人民日益增长的美好生活需要,其发展需要有效的政策体系支持,量化评价森林康养旅游政策能够为政策的制定和优化提供坚实依据。选取党的十八大以来中央和省域层面86份森林康养旅游政策文件作为研究对象,通过构建“结构-工具-效力”三维框架对森林康养旅游政策进行量化分析。研究发现:我国森林康养旅游政策数量呈现“萌芽-增长-细化”的发展趋势,政策主体“部分聚集”;政策工具表现为“环境为主-供给为辅-需求最少”的分布结构;政策效力整体表现良好,但部分政策仍存在提升空间。鉴于此,提出持续加强部门协同联动,细化政策阶段性目标等政策建议,以期完善和优化森林康养旅游政策。Forest health and wellness tourism meets the growing demand for a better quality of life,and its development requires effective policy support.Quantitative evaluation of these policies provides a solid foundation for their formulation and optimization.This study analyzes 86 central and provincial-level policy documents on forest health and wellness tourism issued since the 18th National Congress of the Communist Party of China.A three-dimensional framework of Structure-Tool-Effectiveness is constructed for quantitative analysis.The findings reveal that China’s forest health and wellness tourism policies have evolved through Emergence-Growth-Refinement phases,with policy entities showing Partial Aggregation.Policy tools exhibit a distribution structure of Environment-Oriented,Supplemented by Supply-Side,and Least Demand-Side.While overall policy effectiveness is strong,some policies still have room for improvement.Based on this,recommendations are proposed,including strengthening interdepartmental collaboration and refining phased policy objectives,to enhance the forest health and wellness tourism policy system.
