中国共产党自我革命的动力运行机制论析

摘　　要：党的自我革命动力运行机制是一个环环相扣、循环往复的有机系统。基于一般政治系统理论来看,党的自我革命动力遵循“输入—整合—输出”的运行逻辑,在具体实践中主要通过动力诱发、生成、传导、调控、输出、反馈六大机制构成。其中动力诱发机制是由党的初心使命内在驱动和中国式现代化建设需要所激发。动力生成机制则是在内外环境因素影响上,形成以“自觉—回应”逻辑的内生动力机制和以“刺激—回应”逻辑的外生动力机制。动力传导机制通过利益传导、价值传导、制度传导和组织传导,确保自我革命层层推进。动力调控机制采用教育、引导、监控、惩治等调控手段,聚焦动力方向、动力强度等调控重点,实现稳定有序的动力供给。动力输出机制坚持问题导向、站稳人民立场和遵循执政规律等基本原则,实施个体化、群体化和组织化输出样态。在动力反馈机制中,采用党内巡视、调查研究、请示报告等多种方式,围绕动力来源、动力转化、动力输出等关键环节进行信息反馈。以上六个机制共同形成完整党的自我革命运行机制模型,为实现党的自我革命永远在路上提供有效的动力保障。The operating mechanism of Chinese Communist Party’s self-revolutionary motive is an organic system that links up with each other and goes back and forth.From the point of view of general political system theory,Chinese Communist Party’s self-revolution operates by“input-integration-output”and is mainly composed of the mechanism of motivation induction,motivation generation,motivation transmission,motivation regulation,motivation output and motivation feedback in practice.The motivation induction mechanism is stimulated by the internal drive of the party's original mission and the need of Chinese style modernization construction.The motivation generation mechanism is the formation of an endogenous dynamic mechanism with the logic of“consciousness response”and an exogenous dynamic mechanism with the logic of“stimulus response”under the influence of internal and external factors of the environment.Motivation transmission mechanism is to ensure the step-by-step progress of self revolution through the interests transmission,value transmission,system transmission and organization transmission.The motivation regulation mechanism adopts such regulating means as education,guidance,supervision and punishment,and focuses on the motivation direction and motivation intensity to realize the stable and orderly motivation supply.The motivation output mechanism adheres to problem-oriented principles,stands firmly on people's position and following the law of governance,and implements the output patterns of individualization,collectivization and organization.As for the motivation feedback mechanism,inner party inspection,investigation and report are used to conduct information feedback with the motivation source,motivation conversion,motivation output.The above six mechanisms together form a complete model of Chinese Communist Party’s self revolution operating mechanism,and provide the driving force for the realization of the party's continual self-revolution.
