批而未用类存量建设用地再利用潜力评价及对策建议——以湖南省怀化市鹤中区为例

摘　　要：盘活存量建设用地、创新存量规划是推进国土空间治理体系和治理能力现代化的重要内容。以湖南省怀化市鹤中区为例,结合区域实际以及政策规划要求,从区位价值、用地适宜、集约利用潜力、发展前景四个方面,构建存量建设用地开发再利用潜力评价指标体系,采用德尔菲法(Delphi)确定指标权重,量化再利用潜力得分。根据再利用潜力分值,将研究区内批而未用土地再利用潜力分为低、中低、中、中高、高等五个级别,分析了各类未利用土地再利用潜力的占比和空间分布。在此基础上提出了对批而未用土地进行再利用的对策和建议。研究结果可为鹤中区社会经济高质量发展的用地保障提供科学参考和依据。Activating the stock construction land and innovating stock planning are important elements in promoting the modernization of the land space governance system and governance capacity.Taking Hezhong District,Huaihua City,Hunan Province as an example,combining with the regional reality and policy planning requirements,we constructed an evaluation index system for the reuse potential of stock construction land development from the four aspects:location value,land use appropriateness,intensive utilization potential,and development prospect.The Delphi method(Delphi)was employed to determine the weights of the indexes and quantify the reuse potential score.According to the reuse potential score,the reuse potential of unused land within the study area is divided into five levels:low,medium-low,medium,medium-high,and high,and the proportion and spatial distribution of the reuse potential of each type of unused land are analyzed.On this basis,countermeasures and suggestions for reuse of unutilized land are proposed.The study results can provide scientific references and bases for the land use guarantee for the high-quality socio-economic development of Hezhong District.
